Request For Proposals: WIOA Career & Business Services RFP 2026

Partner4Work is issuing this Request for Proposals (RFP) to identify qualified service provider(s) to deliver WIOA Career & Business Services Questions within the One-Stop Career System in Allegheny County and Pittsburgh, in accordance with the Workforce Innovation and Opportunity Act (WIOA), including but not limited to career services, supportive services, training services, and business services. WIOA Youth and TANF Youth services are being procured under separate, concurrent RFPs as part of Partner4Work's Fall 2026 procurement cycle. The period of performance will include a base contract year that begins on July 1, 2027, and ends on June 30, 2028, with three subsequent option years, exercised at the full discretion of Partner4Work. 

Unlike the previous WIOA Title I-B RFP, this RFP is structured around three bidding options, allowing Partner4Work to award to one organization or to a combination of organizations with complementary strengths. Bidders may propose on one option or more than one: 


Option 1 – Full Title I-B Service (up to $2,500,000): The full range of Adult and Dislocated Worker career, training, supportive, follow-up, and business services at both PA CareerLink® comprehensive centers, PA CareerLink® Downtown Pittsburgh and PA CareerLink® Allegheny East. 


Option 2 – Dislocated Worker Only (up to $300,000): Career, training, supportive, and follow-up services for Dislocated Workers, with business services focused on layoff response and connecting participants to employers hiring their skills. 

Option 3 – Business Services Only (up to $500,000): Working directly with employers to identify hiring needs, develop job opportunities, and connect employers to qualified candidates from across the PA CareerLink® system. 
Partner4Work's priority for this procurement is good jobs: employment that meets or exceeds Partner4Work's self-sufficiency wage, offers benefits, and provides a pathway for advancement. Selected providers will implement a proven WIOA model with a dual-customer focus on employers and job seekers, working collaboratively with one another, PA CareerLink® partners, and Partner4Work's Business Engagement Office so that job seekers and employers experience one coordinated system rather than separate programs.

Partner4Work will hold a joint virtual bidders' conference covering all three Fall 2026 procurements (TANF Youth, WIOA Youth, and WIOA Adult/Dislocated Worker) via Zoom on Wednesday, October 14, 2026, at 9:30 a.m. ET. The conference is an opportunity to ask questions, understand proposal requirements, and get guidance on the scope and nature of the work required by this RFP. Advance registration is required by October 12, 2026: register for the bidders' conference here. After registering, you will receive a confirmation email with information about joining the conference.
