*Updated* Partner4Work releases Request for Proposals for adult, youth workforce development programs

Partner4Work has issued three Requests for Proposals (RFPs) for adult and youth workforce development programs:

Workforce Innovation and Opportunity Act (WIOA) Title I Adult and Dislocated Worker One-Stop Programs. Partner4Work seeks proposals for a primary provider(s) to support the One-Stop Career System in the Pittsburgh and Allegheny County Workforce Development Areas (WDA), in accordance with WIOA, including, but not limited to career services, supportive services, training services, and business services. The period of performance will include a base contract year beginning on July 1, 2019, and ending on June 30, 2020, with three subsequent option years, exercised at the discretion of Partner4Work. Total estimated funds available for service delivery at both centers is as much as $2.2 million for the period of July 1, 2019, to June 30, 2020.

Temporary Assistance for Needy Families (TANF) Employment Advancement and Retention Network (EARN) Programs. Through this solicitation, Partner4Work seeks to identify one or more qualified agencies to deliver the workforce services of the EARN Program, which provides case management, career services, supportive services, training services, and job placement and retention services to clients of TANF in Allegheny County. The period of performance will include a base contract year that begins on July 1, 2019, and ends on June 30, 2020, and three subsequent option years, exercised at the discretion of Partner4Work. Funding available for the proposals selected is estimated at as much as $3 million for the period of July 1, 2019, through June 30, 2020.

Youth Programs (WIOA and TANF). Partner4Work seeks proposals to identify providers to serve youth and young adults eligible for WIOA and TANF Youth Development Fund services. The period of performance will include a base contract year beginning on July 1, 2019, and ending on June 30, 2020, with three subsequent option years, exercised at the discretion of Partner4Work. We are seeking organizations experienced in serving out-of-school youth (OSY), ages 16-24, and in-school youth (ISY) age 14-24. Partner4Work anticipates awarding multiple contracts through this RFP. Total funds expected to be available for proposals selected through this solicitation are estimated to be as much as $3.3 million for the period of July 1, 2019, through June 30, 2020.

Partner4Work staff will hold bidders' conferences to review the requirements of these RFPs and accept questions from attendees. Attendance is encouraged, but not required.  Dates for the bidders’ conferences are:

Proposers have until noon on Jan. 7, 2019, to submit questions for the bidders’ conference. Questions should be sent in writing to onestop@partner4work.org, EARN@partner4work.org, or youth@partner4work.org. All questions and answers will be posted to www.partner4work.org; phone calls will not be accepted.

Proposal submissions are due by 5 PM EST on February 4, 2019.
