Partner4Work has issued this Request for Proposals (RFP) to identify community-based providers who will deliver WIOA Youth Program services to eligible youth and young adults ages 14-24 in Allegheny County and the City of Pittsburgh. This includes in-school youth ages 14-21 and out-of-school youth ages 16-24.
Selected providers will deliver three mandatory program elements, either directly or through referral partnerships:
Paid or Unpaid Work Experience: Youth take part in a documented work experience placement with a local employer, linked to their Individualized Service Strategy (ISS) and including an employer evaluation.
Occupational Skills Training: Youth complete training through an Individual Training Account (ITA) or a pre-approved credential program that results in an industry-recognized credential in a High-Priority Occupation.
Alternative Education: Youth who need it are connected to an approved alternative education provider to support completion of a high school diploma or its equivalent.
Outlined in this RFP are the available funds, eligibility criteria, requirements for providers and program implementation, performance measures, and instructions for how to apply. This procurement is part of a broader effort to build a connected youth workforce system, from TANF Youth programming to WIOA Youth services to PA CareerLink® and Title I Adult programming, so that a young person's progress carries forward instead of starting over each time they move between programs. We are seeking providers who will partner with employers, training providers, and PA CareerLink® to help young people with systemic barriers to employment, who have been traditionally marginalized within the workforce, turn their participation into employment, credentials, and postsecondary success.
Proposals are due December 4, 2026, at 11:59 p.m. ET through Partner4Work's Submittable portal. Please see the video below for more information.
