The Workforce Innovation and Opportunity Act (WIOA) requires local workforce development boards and chief elected officials to engage in an integrated regional and local workforce planning process to prepare, submit, and obtain approval of a single collaborative regional plan that incorporates local plans for each of the local areas within the given workforce planning region. These plans serve as a four-year action plans to develop, align, and integrate service delivery strategies to support the commonwealth's vision, strategic and operational goals.
The Southwest Planning Region is a nine-county workforce development planning region made up of five local workforce development areas (WDAs): Allegheny County WDA, City of Pittsburgh WDA, Southwest Corner WDA, Tri-County WDA, and Westmoreland-Fayette WDA. Partner4Work invites you to join the 2025–2029 Workforce Innovation and Opportunity Act (WIOA) Local Workforce Plan Community Forum for Allegheny County and the City of Pittsburgh. Partners and stakeholders are encouraged to attend our in-person community forum on May 12, 2025. A virtual session will also be held on May 16, 2025 for anyone unable to attend in-person. Both events will be facilitated by our partner, Common Cause Consultants.
WIOA Local Plans guide how Partner4Work, PA CareerLink®, and our partners deliver workforce services, expand access to education and training, support individuals with barriers to employment, and align workforce development efforts with the region’s economic priorities and needs. Community input is essential. The forum offers an opportunity for open and facilitated discussion with partners and stakeholders — and a chance to help shape strategies that will build a stronger, more competitive workforce for our communities.
The Southwest Planning Region has posted its WIOA Multi-Year Regional and Local Plans (PY2025 - PY2028) for a 30-day public comment period from May 8 – June 7, 2025.
