Learn & Earn Summer Youth Program - Tier 3: Work-Based Training

Partner4Work is seeking proposals from qualified organizations to serve as Tier 3 providers for the 2026 Learn & Earn Summer Youth Employment Program. Tier 3 focuses on connecting young adults ages 20–23 to high-quality work-based training and pre-apprenticeship experiences that support career exploration, credential attainment, and pathways into long-term employment or registered apprenticeships. While program activities occur primarily during the summer months (June–August), selected providers will begin preparatory work starting in March 2026.

Proposals are due by January 23, 2026 at 11:59 PM ET. Contracts are expected to cover the period from March 1, 2026 through August 31, 2026, with the possibility of discretionary annual renewals. Please  reference the full RFP for additional details.
