Operations Manager

Location: 650 Smithfield Street, Suite 2600, Pittsburgh, PA 15222
Reports to: Chief Financial Officer

The Operations Manager is a newly created position in the fiscal department that will oversee the administrative operations of the organization.  This position will report directly to the Chief Financial Officer and manage certain operations team members.  This position will be responsible for ensuring the company has the proper operational controls, administrative and reporting procedures, and people and systems in place to effectively allow the organization to grow.

Essential Duties and Responsibilities

Administrative Oversight:

  • Develop and establish operating policies and procedures to ensure their effective and efficient execution.
  • Develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to accommodate the organization’s daily operations
  • Ensure and maintain sufficient levels of organizational insurance policies
  • Manage lease agreements, ensure space needs of the organization are met and handle day to day issues regarding the facilities
  • Manage a team that includes a Contract Administrator and Administrative Assistant and with the Assistant Controller jointly supervise the Accounting/HR coordinator

Sub Award/Contract Administration:

  • Develop and maintain procedures for issuing RFPs and selecting, assessing and responses to RFPs.
  • Develop and maintain procurement policies and procedures and work with the CFO to ensure compliance with Uniform Guidance and applicable federal and state regulations.
  • Oversee procurement transactions and ensure compliance throughout the organization.
  • Develop and maintain a sub-award/contract management system and process for P4W to sufficiently award and track contracts.

Human Resources and Payroll:

  • Manage all human resources functions including: recruitment, on-boarding, compensation and benefits, employee relations, and performance evaluation and training.
  • Manage all payroll functions including time entry and payroll systems.
  • Continually assess the Organization’s fringe benefit options that result in a competitive package for employees to ensure employee retention.

Information Technology (IT)

  • Oversee the management of IT, including  the relationship with the contracted IT Provider and acquisition and maintenance  of equipment.
  • Analyze the organization’s technology infrastructure and identify the next level of information technology that supports the growth of specific programs and the organization overall.

P4W Ambassador

  • Contribute to the development of a supportive and collaborative work environment through active participation in internal collaborations, team meetings and activities; and
  • Provide a high level of customer service for existing and prospective program partners through transparent, accessible, and open dialogue about the organization’s strategy and prospective projects.

Other duties as assigned.

  • Ability to develop relationships and effectively collaborate with diverse groups of internal and external stakeholders.

  • Team player with strong ability to work independently and in groups.

Education and Experience Required

A Bachelor’s degree is required. The successful candidate will be expected to have skills necessary to succeed in a high-pace business environment.
