Uploading Documents

There are a wide variety of documents that can be used for the different eligibility proof needed. Several documents can be used as multiple forms of proof; for instance, an American birth certificate is proof of both age and citizenship. 


Instructions to upload documents:

On the last page of the application, there is a document upload section. See the visual below for a step-by-step process to upload your documents:

Please note: As you are uploading files it can sometimes take a moment for file uploads to be completed. Please do not click the upload button multiple times, as this will cause numerous copies of the same file to appear.

Capturing Documents

The easiest way to capture your document is by taking a photo using a smartphone, tablet, or another device with a camera. Please see the graphic below to ensure you upload a photo that is usable for Learn & Earn eligibility requirements: 

You may also scan your document with a scanner if you have access to one. You can find free scanning apps for your phone or tablet in many Application Stores. 
If you do not have access to a device with a camera or a scanner, please contact the Learn & Earn team or an Application Support Center for assistance.


Eligibility Documents

A part of the application process requires that applicants upload various types of proof. Please review the information about each of these categories below. Links are provided, when available, to assist in obtaining these documents.


Please note: If you have already uploaded a document as proof (such as a Birth Certificate to show proof of age and proof of American Citizenship) you would not need to upload another form of proof of age (like a Driver’s License) unless specifically asked to do so. Similarly, we do not require 6 months' worth of pay statements to be uploaded, but instead, one pay statement dated within the last 6 months.

Proof of Address

Proof of Address is used to confirm that the applicant does live within Allegheny County. Anyone living outside of this area is not eligible to participate. All proof of address must be within the last 6 months. If there is no date on the document it is not able to be used as proof. 

Possible proof:

  •  Youth’s report card or school record
  • OR Youth’s driver’s license or state ID
  • OR Youth or parent/guardian’s home utility bill
  • OR Youth or parent/guardian’s lease agreement
  • OR Youth or parent/guardian’s COMPASS Report

Proof of Household Income

Proof of Household Income is used to confirm that the applicant will fall within the income restrictions of this program. All General Learn & Earn youth must be between the ages of 14 and 21. If there is no date on the document it is not able to be used as proof. The gross income is used to determine eligibility.

Possible proof:

  • Head of household’s most recent paystub or earning statement
  • OR Most recent quarterly pension account statement
  • OR Unemployment compensation benefit notification letter signed by authorizing agency
  • OR Youth or parent/guardian COMPASS Report
  • OR Self-Certification of Annual Income by Beneficiary SIGNED BY HEAD OF HOUSEHOLD

Proof of Age

Proof of Age is used to confirm that the applicant meets the age requirements of the program. All Learn & Earn youth must be between the ages of 14 and 21.

For the Learn & Earn Corporate Internship Program, candidates must be between the ages of 18 to 24.

Possible proof:

  • Youth’s birth certificate
  • OR Youth’s driver’s license or state ID
  • OR Youth’s valid passport
  • OR Youth’s permanent resident card
  • OR Youth’s certificate of naturalization

Proof of Citizenship

Proof of Citizenship is used to confirm that the applicant is able to legally work in the United States. All Learn & Earn youth must be able to complete an I-9 form with their employer, which requires proof of legal work status.

Possible proof:

  • Youth’s birth certificate
  • OR Youth’s passport
  • OR Youth’s permanent resident card
  • OR Youth’s certificate of naturalization
  • OR Youth’s Employment Authorization Document
  • OR Youth’s DS-1350
  • OR I-94
  • OR I-551
  • OR Youth or parent/guardian’s COMPASS Report

Proof of Social Security Number

Proof of Social Security number is used to confirm the applicant’s identity. The best way to do this is by uploading a copy of your Social Security card. Other forms of proof, such as a printed receipt from the Social Security office, can be used as a placeholder. However, once a requested card has been received it should be uploaded.

Possible proof:

  • Youth’s social security card
  • OR A signed printout from the social security office showing youth’s SSN
  • OR Youth or parent/guardian’s COMPASS Report showing youth’s SSN

Selective Service Registration


Males aged 18 and older applying to Learn & Earn must show proof that they have registered for Selective Service. Once registration is complete it is possible to download a .pdf that can be uploaded as proof. Click here to register.
